In India, Salary Will Be Given Only After Passing the ‘Karmayogi’ Exam

New Delhi: Government employees in India who have not qualified as 'Karmayogis' will not receive their salaries until they pass the Karmayogi exam. The Modi government has launched the Mission Karmayogi initiative to transform government employees into ideal, technical, and creative workers. Under this mission, all employees and officers who join government service must pass an exam.

The Cabinet approved the Mission Karmayogi plan on September 2, 2020, to align government employees with the vision of a new India. According to the proposal, Mission Karmayogi was designed to provide training to improve the efficiency of civil servants post-recruitment and to enhance the skills of existing employees. The aim is to standardize training and provide opportunities for officials and employees to improve their performance.

Union Minister of Personnel Jitendra Singh described Mission Karmayogi as an initiative to transform government employees into ideal Karmayogis, enabling them to serve the nation creatively, proactively, and with technical empowerment. This initiative aims to replace the current work culture by providing a common platform that aligns with the vision, aspirations, and future goals of the Modi government, facilitated through structured training programs.

The Mission Karmayogi - National Programme for Civil Services Capacity Building aims to shift human resource management from a rule-based system to a role-based system. To achieve this, the government has developed an online portal called iGOT.

The portal contains recorded chapters of the training course. Employees are required to listen to these modules and answer related questions. Their performance is then evaluated, and marks are awarded. Employees who fail the test are given another chance. Successful candidates receive a certificate.

After three years of implementation, all employees are expected to have completed the course. Those who have not completed the training have been directed to do so promptly. Ministries have been instructed to withhold salaries for employees who fail to complete the course. Salaries will only be reinstated once the employee presents their Karmayogi certificate.
