SIA-India Commends Indian Government's Progressive Telecom Bill for Satellite Sector

SIA-India, the preeminent association representing the satellite industry, commends the Indian government for its forward-thinking approach to revitalizing the policy and regulatory landscape to unlock the full potential of telecommunications. The introduction of the  Telecommunications Bill 2023, a historic achievement in Parliament, sets the stage for shaping the future of India's telecom sector. The telecommunications industry, encompassing both terrestrial and satellite technologies, has experienced unprecedented growth. SIA-India acknowledges the government's dedication to safeguarding consumers, fostering industry growth, preserving the integrity of the telecommunications network, and ensuring national security. The association appreciates the government's inclusive and consultative approach to addressing this complex subject.

The Bill appropriately recognizes the pivotal role of spectrum management in the broader telecom legislation. SIA-India values the Telecom Bill's provisions allowing spectrum assignment through various methods, including auctions, administrative processes, or other suitable means. This adaptable approach ensures efficient oversight of the finite resource of spectrum, meeting the diverse needs of different telecommunications services. In particular, SIA-India applauds the provision for the administrative allocation of spectrum for satellite services, as outlined in THE FIRST SCHEDULE of the bill. This encompasses a wide range of applications, including In-flight and maritime connectivity, Teleports, Television channels, Direct To Home, Headend In The Sky, Digital Satellite News Gathering, Very Small Aperture Terminal, Global Mobile Personal Communication by Satellites, National Long Distance, International Long Distance, and Mobile Satellite Service in L and S bands, along with launch vehicle operations and ground station control.

This strategic assignment is crucial in bridging the digital divide and addressing various socio-economic parameters. Administrative licensing for space-based services, as articulated in the bill, holds immense potential in enhancing national defence, disaster management, agriculture, health, education, and other critical sectors.” Dr Subba Rao Pavuluri, President SIA-India, and CMD, Ananth Technologies. The bill's inclusion of provisions for testing, trial, experimental, and demonstration purposes, including the creation of Regulatory Sandboxes, further underscores its progressive approach. Moreover, the bill aligns with international best practices for satellite spectrum assignments, placing a strong emphasis on fair and transparent administrative processes that conform to global standards. SIA-India, in its submission, emphasized the importance of adopting methodologies that ensure maximum usability and adhere to established international norms.
